New York Department of Financial Services (NYDFS) Superintendent Adrienne Harris will depart her role on October 17, 2025, Governor Kathy Hochul announced. Harris, who spearheaded crypto regulation through NYDFS's BitLicense framework, will be succeeded by Executive Deputy Superintendent Kaitlin Asrow as acting head.

During her tenure, Harris oversaw 11 regulatory guidance updates to adapt the BitLicense regime to industry evolution. "The financial system must work for New Yorkers while maintaining our status as the global financial capital," Hochul remarked, praising Harris's modernization efforts.

Harris reflected on the crypto sector's transformation since BitLicense's 2015 inception during her appearance at Solidus Labs' Digital Asset Compliance Summit. The regulatory framework has served as a blueprint for other jurisdictions navigating cryptocurrency oversight.
